Vehicles may pass either side
A blue circle with two white arrows pointing diagonally outwards. Means you can pass the obstacle (usually a traffic island or central pillar) on either the left OR right side. Often seen at the junctions where two lanes split around a refuge, or at the centre of a wide road that's been split.
