Regulatory signs

No vehicles except pedal cycles being pushed

A red circle with no symbol inside (often described as 'an empty red circle on a white background'). All vehicular traffic prohibited — including pedal cycles unless they're being pushed, motor vehicles, and even horse-drawn vehicles. The strongest no-vehicles sign on UK roads, used to create completely vehicle-free zones.
